Underground Safety & Utility Damage Prevention
The Carolinas AGC Utility Division is a leader in the arena of underground safety and utility damage prevention on the national, state and local levels.
On the national level, Division Director Allen Gray serves as a primary member on the Common Ground Alliance's (CGA) Best Practices Committee. Mr. Gray also served as a member of the USDOT's Common Ground Study Steering Team, The CGA's original Board of Directors and as a charter Co Chair of the CGA Best Practices Committee. Division members are active on Common Ground Alliance committees helping to keep the interests of utility contractors' front and center.
On the state level, the Utility Division was instrumental in organizing the NC Underground Safety and Utility Damage Prevention Coalition, a broad based coalition of various stakeholder developing comprehensive and effective amendments to NC's Underground Safety and Damage Prevention Act. Division leadership also helped form the North Carolina CGA Regional Partner, the first Regional partner group in the Carolinas.
In South Carolina, the Division has been involved in the recent establishment of the Palmetto Partnership for Safety and Coordination (PPSC). The PPSC provides an open forum for communicating concerns, cooperative networking and coordination of best practices in planning, engineering, construction,
relocation, damage prevention and safe operation of utility infrastructure.
Carolinas AGC encourages our members to utilize our states' excavation notification centers – North Carolina One Call (NCOCC) & Palmetto Utility Protection Service (PUPS). For more information on the centers and how you can participate in their programs visit the links below.
One of Carolinas AGC's primary safety and damage prevention initiatives was the development of the Locate Accurately web site in cooperation with AGC of America. The site is the only national construction industry sponsored web resource dedicated solely to underground utility safety and damage prevention. The site contains links to the CGA, Pipeline & Hazardous Materials Safety Administration (PHMSA) and other important safety and damage prevention sites.
